Yep, this happens to me too sometimes. The “Resume” feature can definitely be a little erratic. Ugh.

It seems there’s some sort of interval, so that if I quit them, do stuff for five minutes, and then restart, the quit ones won’t reopen (or maybe it’s not a time interval, but an amount-of-activity interval, who knows). Anyway, puzzling and kinda annoying.
